Well, it depends on which type of pen and paper.

Last time I voted in Canada, it was with a pencil, supplied by the polling station, and paper. Votes are counted by hand. It's simple, it may be slow, but it works. The voting systems here in the US baffle me, having used two different systems in two different elections, and I'm willing to bet there'll be a third system used for the next election, although if I move to a different precinct, it may be the same as one of the systems I've already used.
