Bear in mind that "bars" are a very arbitrary indicator. Unlike zero-bar 2G when you'd be lucky to get a single byte of data to/from the network, I still get very passable 3G data speeds with zero-bar 3G. Also, camping on 3G networks is pretty much the same power as camping on 2G - it's just when you actively use the network that 3G starts sucking power.
